Ensight study: What is the current status of HR in Romania?

Ensight Management Consulting presents the results of its study regarding the current status of human resources in companies operating in Romania. The scope of this initiative was to make a diagnosis of the HR function maturity.
The history and development of HR in the last 10-15 years shows a vivid development. It has developed from purely administrating the 'human factor' to being a critical success factor in managing companies' human capital. To offer a few examples: from simple training to active and long term personnel development and talent management, from administration of personnel files to managing performance, from hiring to recruiting (even nicer: personnel marketing).
Such developments of the HR function can be observed in big companies all over Europe, actually all over the world – but where does HR stand in Romania?
Since we wanted to find out about the big picture regarding modern HR, we looked for it in larger organizations. Based on this, our study had as target segment the most important medium and large companies in Romania. We have chosen this target group due to the (expected) greater variety of HR processes being implemented in bigger companies, allowing us to better compare with what we think and to get a clear picture of where HR in Romania stands.
The study was conducted during the economic crisis, in late 2010, and the results were analyzed and interpreted in 2011. Our questions were addressed to senior HR managers.
Out of the 200 companies that we selected to participate in the study, 63 companies completed the questionnaire. These companies are active in the energy & utilities and distribution industries, telecommunications, financial services and other professional services.
In brief, the results of the study show the following:
- Building modern HR is the most important role of Romanian HR functions;
- HR is well integrated in the companies' strategy development process and contributes significantly in its implementation;
- Talent management is the top priority for HR;
- Strong desire for HR to develop/further improve Transparent Career Models, Competency Management and Leadership/Management development;
- Performance management is widely implemented, but offers a lot of room for further improvement;
- The HR function still lacks acknowledgement from the company. The HR function has to work towards being accepted as a partner for the business.
