Romanian Parliament passed 2009 state budget

The Romanian Parliament voted on Friday, with 245 votes in favor, 63 against, and one abstention the 2009 budget put forward by the Boc government. The budget was adopted after four days of debates. The only abstention came from a Social Democratic Party representative. None of the 13 amendments rejected by the budget-finance committees were adopted by the Parliament.
The 2009 Budget provides for revenues of RON 75.7 billion (13.07 percent of the Gross Domestic Product) and spending of RON 94.5 billion (16.32 percent of the GDP), and a deficit of RON 18.819 billion (nearly 4.7 billion euros for an average exchange rate of RON 4 to the euro).
Government's fiscal revenues are projected at RON 64.8 billion, 19.93 billion of which to be raised in profit, income and capital gains taxes, and RON 44.41 billion inValue-Added Tax (VAT) revenues.
The 2009 Budget has been built on an estimated Gross Domestic Product of RON 579 billion, up 2.5 percent from 2008, an inflation of 5 percent and an average exchange rate of RON 4 to the euro. The aggregate Government deficit is put at RON 11.78 billion, or 2 percent of the GDP.
Public debt servicing will be 4.7 billion euros up from 2008 because of a surge in short-term debt as a result of the issuing of treasury certificates and the intention to preserve a large weight of such instruments in the deficit financing in 2009.The current-account deficit is expected to reach nearly 14.8 billion euros, or 10.3 percent of the GDP.
The average number of employees is projected to continue on a rising trend, yet at a smaller pace than in the previous years, expected to stand at 0.4 percent (plus 20,000 people), while unemployment should reach 5.5 percent (up 1.1 percent from 2008).A moderate increase in the average gross pay to RON 1,820 (netting RON 1,352) is also included in the Budget, which means a 6.3 percent rise. The average gross pay is estimated to reach RON 1,693.
