CIS recommends lower, capped social security contributions

The Foreign Investors Council (CIS) recommends the government to lower social security contributions, set a cap on this payroll tax and also reintroduce profit tax brackets in order to simplify the fiscal system and give investments a boost, reads the White Book Report authored and published on Tuesday by CIS.
CIS also recommends a tax break in Romania for investment funds registered abroad.
'The recommendations of the Foreign Investors Council partly coincide with the suggestions I voiced myself,' said President Traian Basescu in his message to foreign investors presented by presidential aide Bogdan Teodoriu.
'CIS is a serious partner in the dialogue with the social partners and in the current context, its voice and opinions are the more so important as the authorities need a barometer of the economic system,' reads the message of the President of Romania.
As for the Value Added Tax (VAT), CIS suggests the reintroduction of simplified procedures for building contractors and companies involved in real estate activities, and the reintroduction of the system in force between January 1 and April 15, 2007, which allowed the delay of VAT payments for goods imported from outside the European Union until the commodities reached their final destination in Romania or another EU member state. CIS also recommends broader possibilities to establish VAT brackets for all tax payers.
In order to stimulate the labor market, CIS suggests that employers be allowed to conclude intermittent hiring contracts based on hourly fees, higher flexibility for employers in the establishment of the working test period, that should be as long as six months for management positions, and also that employers be allowed to set a notice period longer than the current 30-day time.
According to the White Book report, the current legislation regarding trade unions needs to be reformed, and so does the collective bargaining contract, so as to stipulate the requirement for a trade union to include at least one third of a facility's workforce before it is considered representative.
