Minister Radu Berceanu: Works on Comarnic-Brasov Highway to start in February 2010

Works on the Comarnic-Brasov Highway, to be carried out under a leasing agreement, will start in February 2010 and the company partnership responsible for designing, building and operating the segment will most probably be announced next week, Minister of Transports Radu Berceanu told a press conference.
'The consortium that will be awarded the works for the segment has not been selected yet, because this is an extremely complicated project and the selection commission is permanently requesting clarifications from the two consortia left in the competition. I believe we are getting close to the moment of the winner's selection, but works will not start this year because the winning company must first craft the technical project and other studies as well, because tunnels and state-of-the-art engineering works need to be performed. I believe works will effectively kick-off in February next year,' said Berceanu.
The contestants that submitted final bids for the selection of the leaseholder of the Comarnic - Brasov highway segment were Vinci (France) - Aktor (Greece), Bilfinger Berger (Germany) - Porr (Austria) and Strabag (Austria).
Initial bids for the construction of the Comarnic - Brasov were 12 with the largest contractors joining forces in associations in order to win.
According to the National Highways and National Roads Company, the winner of the auction will design, build and maintain the highway over a 30-year period with design and construction costs estimated at about one billion euros (VAT excluded).
The segment will be leased out and, depending on the terms of the agreement, the consortium will either charge a tax on the users of the highway or the Romanian state will directly pay the company over the lease-out period; total costs might reach some three billion euros.
The 58-km Comarnic - Brasov highway section includes 57 bridges, cross-passages and viaducts, rest and service areas and will support hourly speeds between 80 and 120 km.
