Farmers to be offered First House-type programme

The Romanian farmers could benefit from a programme similar to the First House, by which they will get deposit certificates following the storage of their production in licensed silos and on the basis of such certificates they will be able to get bank loans, Public Finances Minister Gheorghe Pogea announced on Wednesday.
The certificates are guaranteed by the National Agricultural Guarantee Fund to be capitalised by the Finances Ministry by 10 million euros.
Pogea said the Agriculture Ministry officials will have to establish, by July 7, a date base of all the silos existing in Romania and will take the required steps to have them licensed. Then an emergency ordinance will have to be modified in order to enable the Agricultural Guarantee Fund to issue deposit certificates.
'We thus introduce the farm production into the circuit, we make accountancy of it, we tax it, we provide the financial resources to the farm producers who will go to the banks and get money on the basis of the deposit certificates', the minister said; he announced that the banks CEC, BRD, BCR and Raiffeisen have clearly subscribed to the programme.
Agriculture Minister Ilie Sarbu said the Government plans to issue the first deposit certificates in the summer agricultural campaign.
