Minister Berceanu: Romania will get about 200 million euros in 2009, European funds for transports

Romania in 2009 will get about 200 million euros of the Operational Sectoral Programme - Transports, the relatively small sum of money being caused by the delay in auditing the management authorities for European projects, said Minister of Transports and Infrastructure Radu Berceanu on Thursday.
'Romania wasted two years as the three management authorities in transports were not audited. This year we have managed to do that but the sum we are going to get is 200 million euros through the Operational Sectoral Programme - Transports. If we speed up the process, I think we have chances to spend the whole sum of money by 2013,' Berceanu told a seminar on infrastructure.
The Minister made it clear that Romania would have to measure its steps especially as 85 percent of the European funds allocated for these projects must be provided by Romania and subsequently settled.
'The revenues to the budget are low enough and we must ensure all the funds, not only the co-financing, for the Union to reimburse us 85 percent of the cost of these projects,' said the Minister.
He made it clear that the substantial works with European funds would start this year and the funds absorbed through the Operational Sectoral Programme -Transports would be seen in mid next year exactly as the building sites financed through European funds.
'Anyway these funds are not enough for all Romania's needs in transports so that we shall resort to alternative sources, either the European Investment Bank, the sums we are using now being 1.5 billion euros with this bank, and other alternatives, for instance the public-private partnership so that we should build the motorways or the projects we need and then give the money,' explained Berceanu.
The Ministry of Transports has so far benefited by small sums of money for preparing the absorption of the structural funds through the Operational Sectoral Programme - Transports, worth 5.7 billion euros over 2007-2011.
The Ministry has already submitted four projects to be assessed by the European Commission: the motorway connecting Cernavoda to Constanta (south-eastern Romania), the motorway connecting Arad to Timisoara (western Romania), the ring road of the city of Constanta and the project on building a dam in the port of Constanta.
