MCSI: 13 pc of overall public acquisitions, made by electronic means

About 13 percent of the overall value of public acquisitions were made by electronic payments until November 9, 2009, considering that in 2008 the percentage was of only 2.25 although the target was of 20 percent, reads a release of the Ministry of Communications and Information Society (MCSI).
MCSI stressed that in only half year the overall value of public acquisitions made by electronic means reported a 577-percent rise because of the introduction of fines in the norms of implementation of provisions referring to the assignment of public acquisition contracts by electronic means in the case of non-observance by contracting authorities of the obligation of using by such means 20 percent of the overall value of annual public acquisitions.
According to the Romanian Ministry of Communications and Information Society, the percentage aimed for 2010 is of 25 percent of the overall value of annual public acquisitions by the use of electronic payments and for 2013 the percentage is of 40 percent.
Since the beginning of 2009 as many as 55,295 procedures of public acquisitions have been initiated, of which 19,207 online. Of these, as many as 29,684 procedures with an estimated value worth 21.367 billion lei were assigned, which is an over 30-percent saving namely 952.35 million lei.
Regarding the integration in the solutions of public acquisitions in the European outlook, Romania ranked first among the EU member countries from the viewpoint of the percentage of submission of announcements for publication in the European Union's Official Journal.
The European Commission stressed that the country Report in the ICT field (Information and Communications Technology), published on August 4, 2009, the evolutions reported by Romania in this field. The document shows the appreciation for the Government's effort to approach the ITC sector with priority, as it is responsible for 5.3 percent of the overall exports.
With a view to supporting the electronic governance, the Ministry of Communications and Information Society has recently released, portal e-Romania in order to provide online administrative services for citizens and companies. The goal is the reduction of costs between 30 and 70 percent by the end of 2009.
The Electronic System of Public Acquisitions runs in line with the provisions of the Emergency Ordinance no 34/2006 on the assignment of public works leasing contracts and lease service contracts, with additional completions and modifications, general norms of implementation and norms pertaining to the assignment of public acquisition contracts through electronic means.
In April 2009 the Government passed Decision no 370/2009 on the modification and completion of the Norms implementing provisions pertaining to the assignment of public acquisition contracts by electronic means and fines were introduced for the non-observance by contracting authorities of the obligation to use electronic means for the realization of the 20-percent of the overall value of annual public acquisitions.
