The Fiscal Council – elected by the chairman of the Academy, without ministers, MPs and politicians

The fiscal-budgetary policy of the government will be evaluated by the Fiscal Council, voted in the Parliament and where no persons who were ministers, MPs or political leaders in the last two years could be present, nor their relatives.
The Fiscal Council will work as independent authority and will be made up of one representative of the National Bank of Romania, the Romanian Banking Institute, the Romanian Association of the Banks, The Romanian Academy and the Academy of Economic Studies with academic studies in the domain of economy, good reputation and experience of at least five years in the domain of economic, budgetary or financial policies, according to the draft law of fiscal responsibility approved by the government.
The Council will be elected by the chairman of the Romanian Academy following the Parliament agreement on a period of five years and will not be reelected at the end of the mandate and will have as main attributes the analysis and the drawing of opinions and recommendations on the macro-economic and budgetary prognosis, the evaluation of the fiscal-budgetary performances of the government, the analysis and the drawing of recommendations of budgetary laws and other laws with impact on the volume of budgetary expenditure before the approval of the government, information transmission, following the written solicitation to the president of the country, the heads of the two parliamentary chambers, the governor of the National Bank of Romania, the chairman of the Court of Accounts and parliamentary commissions. By the end of March every year, the council will draw up an annual report regarding the undergoing of the fiscal-budgetary policy.
