Applicability of governmental guarantees expanded

Usage of the instrument of governmental guarantees will be expanded to a broader array of activities, Prime Minister Emil Boc announced on Friday at the Victoria Palace of Government.
'We will use the instrument of governmental guarantees for other projects too, be they with European pre-financing or co-financing, for the continuation of the First Home program, but for other areas as well,' said the Premier.
He stressed that following talks with representatives of the International Monetary Fund, the European Commission and the World Bank, the ceiling of the governmental guarantees made available under the financial agreement was raised by almost one billion euros.
'This is an efficient instrument for the government's economic policy and will be used as such by the ministries in charge,' Boc underscored.
The head of the government also stressed that a unit was defined inside the Romanian government, tasked with dealing with public-private partnership policies.
'We were talking about the instruments of governmental guarantees and the assignment of 6.4 percent of the GDP for investments. Now we must also use this instrument of the public-private partnership for economic development, job preservation and the reduction of unemployment,' added the Prime Minister.
According to the cited source, the government unit responsible for the implementation and redesign of the public-private partnership includes the Minister of Finance, the Minister of Regional Development, Economy and Trade, the Minister of Transport and the Justice Minister, who will all revise the existing legal framework.
'They will also study the best European practices in the field and will hold public debates and talks with the business milieu and local authorities to expand the enforcement of the public-private partnership as a solution to develop investments, modernize infrastructure and generate economic growth, which will translate in more and better paid jobs for Romania. The public-private partnership will be used in all areas where this is possible, and transports can belong to this category. We will also discuss this form of partnership with Bechtel, but we will expand it to other infrastructure works as well,' said Emil Boc.
