Videanu: Romania to be able to sell carbon certificates

Romania will be able to sell its surplus of carbon dioxide emission certificates to the interested states following a resolution to this effect approved by the Government on Wednesday, Economy Minister Adriean Videanu announced.
The resolution sets the legal and institutional framework for the development of the green investment schemes, with the act being aimed at the efficient use of the CO2 emissions surplus, Videanu explained.
In order to start the talks with the states interested in the Romanian permits a governmental working group will be set up to include officials of the ministries of the economy, finances, environment and foreign affairs to whom add the representatives of other concerned authorities, the minister added.
The certificates total 300 million tonnes of CO2 emissions to be sold by one million tonne packages.
The talks on the permits sale will start as soon as the resolution is published in the Official Journal, Videanu said, adding that the targeted states are members of the Kyoto Protocol that set the polluting emissions limits.
Japan and the European countries are among the states Romania plans to sell its carbon permits to, he said.
Videanu explained that the money obtained from such sale will be used for investment in green technologies, in coal gasification, in the upgrading and retooling of the power stations, in investments involving the use of renewable energy sources, in cutting the greenhouse gas emissions, for putting hybrid and electrical vehicles in transport, forestation and waste management.
Greenfield projects could also be developed by these funds, he added.
Each project will have to be approved by a Government resolution before it can kick off.
