Romania has largest number of infrastructure projects

Romania ranks first in the European Union with 23 large infrastructure projects that were approved and contracted, out of which 17 are in the environment sector, Minister of the Environment and Forestry Laszlo Borbely told the Tuesday meeting for assessing the stage and problems that appeared in implementing the major projects under the Environment Sectoral Operational Programme.
According to a press release the Ministry of the Environment and Forestry sent to Agerpres on Tuesday, the Minister believed that 'the hard work begins only after the contracts are signed' and this is where the major difficulties are, materialized in 'unacceptably huge' delays.
'I want to offer you my support, I want you to be convinced that we are going to be partners. I am committing myself to helping you, but I am asking you to help me as well, by fully committing yourselves. I am certain that the Environment Sectoral Operational Programme is a well prepared and structured programme, so that we could spend all the European money allocated and it would be a great pity if we were to fail just now,' said Borbely.
A topic tackled during the meeting was the one related to public procurement. All those present agreed that the public procurement law must be amended in the sense that those who file an appeal on a bid should pay a fee, and the law should be much clearer about what 'unreliable bid' means. There should also be clear-cut limits under which the bidder offering a dumping price should be automatically excluded from the tender. At the same time, as the appeal procedure is completed at the National Council for Settlement of Disputes, the contract should be concluded right away.
