Ambassador Robin Barnett: A key objective is to help Romania with PPP-related issues

One of our key objectives is to help Romania upgrade its relevant legislation and develop the necessary capability, at central and local level, for the issue and management of public-private partnership projects (PPP), UK Ambassador in Bucharest Robin Barnett said.
Attending the conference 'Public-private partnership in support of the justice system' on Tuesday, the ambassador said that ever since the beginning of his mandate in Romania he planned to promote the advantages provided by the public-private partnerships.
'I am glad to see Romania has recognized the major contribution the PPP can have to the highly necessary development of Romanian infrastructure. I am aware of the fact that there has been a lack of trust in the past generated by the false complexity of the PPP model. This type of partnership is, indeed, a complex topic; therefore it is natural for Romania to witness a state of confusion regarding the legislation and the best way to manage specific projects,' Robin Barnett said.
According to him, the PPP instrument, through the transfer of the investment demand to the private partner, has allowed the British government to provide services to the population in sectors that generate no revenues, such as schools, detention centers, hospitals etc. 'In other words, this is a way that facilitates the initiation of projects with significant investments, the more so relevant at present, as the lending requirements have dramatically changed, both in the UK and in Romania,' Robin Barnett pointed out.
'The United Kingdom has managed to successfully develop and implement a model in which the requirements of the public system, and those of the private system are well-balanced to the benefit of the population,' the ambassador underscored.
He added such partnerships are no wonder solutions. 'A successful PPP requires long-term commitment and a good management of all resources. Moreover, the success of this type of partnership is, definitely, determined by the consistency and experience of the contracting authorities,' the UK ambassador to Romania said.
The 'Public-private partnership in support of the justice system' conference was organized by the UK Embassy and G4S Romania.
