Soros Foundation : 80% of the mayors presented projects for European funds

Almost 2,600 mayors presented projects, between 2007 – 2009 out of the almost 3,000 included in the study « Local authorities against the European funds' made by Soros Foundation Romania. 90% were in the rural area.
Budgetary resources of the locality is the first factor to determine the access to EU funds. ' Practically, this means that rich localities will become even richer and the poor ones will stay poor » the authors of the study launched on Wednesday said on 23 June.
Two thirds of the projects with European funds approved for financing come from localities with specialised personnel. At the same time, the localities with constant income have 2.5 more projects than the poor ones, the study shows.
The representatives of the authorities admitted that local resources represent a problem. ' We know that at the present moment income we have from our own resources is insufficient. The minister of public finances could be the one to think a strategy of distribution for resources to local representatives' Doina Surcel, manager for authorization and payments – regional operational programme in the ministry of regional development and housing.
The second important factor for projects is the existence of specialised personnel to draw funds. The data included in the study show that 70% of the townhalls of cities and municipalities in Romania have a specialized department for European funds accession, and in the case of communes only 14% have specialized personnel.An important criterion is the information regarding financing opportunities. Access to information could be prevented or favoured depending on the political colour according to informal discussions the authors of the study had with the representatives of the local authorities.
