Economy Minister Videanu: 2011 will be the year of economic relaunch for SMEs

The year 2011 could bring economic relaunch for the SMEs and cooperative sectors, Romanian Minister of Economy, Adriean Videanu, on Thursday announced at the international conference to launch the SME development strategy for the period until 2013.
'This strategy aims at achieving two objectives. The first objective is to help SMEs exit the economic crisis and it is for the 2010-2011 time span and the second is to develop the sector and in the 2011-2013 time span. Our target is to make from 2011 an year of economic relaunch, with this meaning at the same time exiting the crisis and relaunching economic growth. We believe, based on assessments made by both Romanian authorities and the international bodies, that there are real chances 2011 to be the year of economic relaunch in Romania and the year to ensure the social cohesion, through intelligence and sustainable development,' said Adriean Videanu.
The drafting of the government's strategy to develop the SMEs sector until 2013 is a project financed via the Operational Programme for the Administrative Capacity Development 2007-2013, worth 3.489 billion lei. The eligible non-reimbursable value provided by the European Social Fund (FES) accounts for 85 percent, 2.965 billion lei respectively, with the Romanian state's contribution to reach at 532.356 lei.
According to the representatives of the Ministry of Economy, Trade and Business Environment (MECMA), the general objective of the project is represented by 'the improvement of the institutional capacity of the Ministry, especially of its structures operating in the SME sector, to develop strategic projects for the evolution of the SME sector in Romania, mainly in the directions considered as priorities in the current development stage, through the Government SME development strategy for the period until 2013 and its Implementation Plan.'
The MECMA officials also mentioned there was need of six additional documents to prolong the financing from European funds, with a 9-month delay existing.
The MECMA will develop the project 18 months (April 2009-October 2010), with the help of a consortium made from the consultancy companies KPMG Romania SRL - which is the leader of the association - and Finas Consulting SRL.
Among the measures to have a significant impact before 2013 on the development of the SME sector, the project leader, Florin Banateanu, KMPG chairman, reminded that the 15 percent growth in the number of SMEs in Romania benefiting from the financing assistance schemes and the proliferation of the private venture capital in the creation of a pilot venture capital fund. The Fund aims at financing approximately 20 investment projects per year, at an average value of 1.5 million euros.
The KPMG official also showed that, by applying this strategy, the number of newly created jobs in micro enterprises will increase by 20 percent, while for the consolidation of the system of guarantee funds for SMEs there will be need of a recapitalization of the National Guarantee Fund for Small and Medium-sized Enterprises (FNGCIMM) by some 6 billion euros, until 2013.
The SME development strategy for the period until 2013 will be subject to a 'fine agreement' in a public consultation in the next 30 days, according to Minister Videanu, following then to be submitted for government approval, Agerpres reports.
