Transylvania Motorway built with budget money only

Over the interval 2007 - 2013 the Transylvania motorway does not receive funding under European programs, and the costs incurred are covered exclusively from the state budget, Minister of Transport Radu Berceanu declared on Thursday in Cluj-Napoca (north-west of Bucharest).

'Until 2013 inclusively, only money from the state budget is used, but this is not enough for works to progress at a normal pace. The initial work was on a supplier credit, so Bechtel, the company that carries out the project, should have also brought in the financing. Later on, in 2004, the word 'financing' was replaced with 'finalizing' and practically the weight of carrying out the works shifted entirely on the state budget funds, and the focus was fully on Corridor IV,' Berceanu explained.

The Minister said that in a longer run, that is until 2013 and after that date, with funding from the budget only, works on the Transylvania motorway will advance only slothfully.

'This is the reason why it was so expensive, because works make fast progress, with whatever means financial support included, the cost is lower. Our idea was to finish what was started, ie the sections in various stages of execution, to carry through the works on budget money and, meanwhile, discuss with Bechtel and other companies interested in taking over particular sections in a kind of public-private partnership,' said the Minister of Transport.

Berceanu underscored that 'it is still the state budget the money comes from under public - private partnerships too.''

''I do not want anyone to believe that there is anywhere a country in this world where highways were built only from road tolls. These tolls are enough to cover between half and 100% of the current maintenance works. But the execution of works is paid subsequently to the private company that made the investment or carried out the work. Just like in the case of the Comarnic - Brasov road section, this principle can be applied to the Transylvania motorway too, either entirely, or for particular stretches. Otherwise, we will disburse only budget money and the execution of the work will last very long. Until now all we had were talks, but no negotiations with Bechtel,'' said Radu Berceanu.
