Transport Ministry to receive 4.5 billion euros in financial grants by 2013

The Transport Ministry qualifies for financial grants of 4.5 billion euros from the European Union by 2013 plus 1 billion euro in co-financing money, says Transport Minister Radu Berceanu.
'This is a decision incorporated in the 2007-2013 budget of the European Union. We will get much more money for 2013-2020. Probably then portions of motorways will be built between Brasov and Oradea and portions of a new lane to Moldavia and Albita,' Berceanu said on Thursday.
He says all the amounts to co-finance the works approved for financing in 2010 are currently covered and in 2011 the ministry will surely draw European funds from the Transport Sectoral Operational Programme.
'The Transport Sectoral Operational Programme does not resemble any other sectoral operational programme. There is no pre-financing; works are very big and approved in Brussels; works are also highly complex and require very many approvals. For instance we had to change a lane to the Black Sea on the 6-km Medgidia-Cernavoda portion because an important historical site was discovered there, some really important archaeological vestiges, and that would have meant we had to wait an extra 3-4 years to proceed with our work. We have chosen to change the lane and move on. We have co-financing from the European Bank for Reconstruction and Development (EBRD) and the European Investment Bank (EIB). For instance, the three motorway portions in Arad have a mixed co-financing. Part of the money comes from the EU cohesion funds in grants, part from an EIB loan on very easy terms, and than there is public money involved,' said Berceanu.
