Pay scale sized for minimum wage above 650 lei

In performing the calculations for the public system's pay scale, experts of the Ministry of Public Finance (MFP) use a minimum wage higher than 650 lei, MFP representatives told Agerpres.
'The problem is that, the higher you take the minimum wage, which carries a coefficient of 1, the deeper you have to cut into the differentiated wage rises scheduled for 2011,' said the cited sources.
So far, the Ministry presented the trade unions pay scale variants for the public sector devised for a minimum wage of 640 lei and 650 lei, respectively.
The government proposes that the public sector payroll be increased in 2011 by six income brackets, according to the bill on the enforcement in 2011 of the Framework-law on the unitary pay of public employees.
In the case of a minimum wage of 640 lei, the employees collecting a base wage that currently stands between 600 and 800 lei, the government proposes a rise by 20 percent in 2011; the rise for base wages currently in the 801 - 1,000 lei bracket, the rise should be 16 percent, whereas the rise for employees collecting between 1,001 and 1,500 lei would be 12 percent.
Public sector employees with higher wages will get smaller supplementation rates: those with incomes between 1,501 and 2,000 lei will receive an additional eight percent next year, those collecting between 2,001 and 2,500 lei - four percent, while those with salaries higher than 2,500 lei - one percent.
There are 110 pay classes in the public sector, with the difference between two successive classes standing at 2.5 percentage; according to the government's proposal, in 2011, the wages of the public employees will range between a minimum of 640 lei and a maximum of 9,600 lei (corresponding to a ranking coefficient of 15).
The annual bonus set forth under the current regulations in force is no longer granted in 2010, but is taken into account in the calculation of the payroll benefits for 2011.
