European structural funds drawn by Romania, almost one fifth of the money of 2007-2009

The sums reimbursed to the private and public environment which were selected on the basis of projects for European financing, reached 4.5 billion lei ( almost one billion euro) according to the official data valid on 31 August 2010.
This is almost 20% of the money allocated between 2007 – 2009 or approximately 12% of the 2007 – 2010. Practically, we could say, the sums allocated for 2007 were almost completely spent.
As reference, the EU financial allocation for 2007 is 1.2 billion euro ( according to the national strategic framework – page 154). The payments due by the authorities to the beneficiaries, on 31 August 2010 of almost 4.5 billion lei is close to this sum.
According to the same data, in eight months, the payment increased by almost 2 billion lei, against the 2.5 billion lei as they were paid at the end of 2009. This is an average rhythm of payment of almost 250 million lei per month. For comparision, 250 million lei could be the value of two major projects of water and sewage or local infrastructure. The programme with the best performance is, again, the regional operational programme managed by the ministry of regional development and tourism. This programme paid 1.7 billion lei by 31 August 2010. Last, as usual, the operational programme for transport, with 1.82 % spent funds.
