MAI submits national strategy draft on immigration for 2011-2014 to be publicly debated

The Administration and Internal Affairs Ministry (MAI), on its website, submits the draft of the Government Resolution on approving the national strategy on immigration for 2011-2014 to be publicly debated by November 1, informs a MAI press release sent to Agerpres.
The social integration of foreigners legally residing in Romania, Romania's active participation, together with the EU member states, in identifying lasting solutions for the persons needing international protection, the improvement of the national asylum system to be up to European and international standards, the strengthening of checking the legality of the foreigners' living in Romanian territory and the proper putting into effect of removal and restrictive measures and the promotion of legal migration to all sides' benefit (the Romanian society, the immigrants and their states of origin) are some of the strategy's objectives.
'For the future justice and internal affairs policies with a view to improving the existing measures and instruments, an active dialogue and a migration partnership with third states will be developed in the next five years. The European Union aims to prioritize the issues of the migration flows from Africa and Eastern and South-Eastern Europe and to continue the cooperation and dialogue with Latin America, the Caribbean countries and Asia,' reads the draft of the immigration strategy.
According to MAI, at the end of 2009, in Romania's territory, there were 59,062 legally residing foreigners from third states, 4 percent more than at the end of 2008 and 76.2 percent more than in 2005. Of the 59,062 legally residing foreigners registered at the end of 2009, 49,406 had temporary residence (84 percent) and 9,656 (16 percent) had a right of permanent residence, according to the purposes established by the law in force.
The main purposes for which foreigners established their temporary residence in Romania are connected with the right to family unity, with education (for students) and with employment.
On the other hand, according to the same source, in 2009, the unrestricted access to the asylum procedure was ensured for a number of 835 foreigners and no case of deportation was registered.
The financial resources necessary for implementing the national strategy on immigration mainly come from funds of the state budget, EU funds for immigration control in the EU, external credits guaranteed by the Romanian Government, external credits which do not involve Governmental guarantees, donations and sponsorships legally offered/accepted and from other sources.
