AmCham reiterates importance of same flat tax keeping

The American Chamber of Commerce in Romania (AmCham Romania), on behalf of the 300 companies it represents, reiterates the importance for Romania to keep the same flat tax, of 16 percent, while capping the contributions for social insurance, AmCham Romania says in a release on Monday.
This fiscal policy approach is necessary for maintaining Romania's regional competitiveness and to extend taxation of the gray economy. 'We believe that maintaining the flat tax is needed in order to ensure Romania's stability and predictability of business environment, so necessary for this country, and to cap the social contributions for striking a balance between the contributions paid and the social services the taxpayers can benefit of. Moreover, at social level, the application of a progressive tax rate will mainly affect the middle class, an important segment of the active population which already has a significant contribution to the state budget', said Sorin Mindrutescu, President of AmCham Romania.
Given that in 2009 VAT default rate, calculated as the ratio of VAT receipts and private consumption was 10.8 percent compared with 19 percent, the legal rate, according to AmCham Romania, it is essential that the authorities' efforts for increased revenues to be primarily routed to improve the capacity of revenue collection and the administration of the state budget revenues.
AmCham Romania considers that changes in fiscal policy should aim to modernize the tax system as a whole, while ensuring a stable business environment and favorable to further investors' presence. As well, the best means for attracting new investments in the economy should be found out. In this regard, AmCham prompted the authorities to keep the current flat tax as an important part of Romania's regional competitiveness, especially since it is competing with countries with more favorable tax regimes, more stable and predictable.
