EC President Jose Manuel Barroso, to visit Bucharest on Monday, November 8

The European Commission President, Jose Manuel Barroso, is to pay on Monday, November 8, a visit to Romania, occasion for participating in the Danube Strategy Summit held in Bucharest.
According to Olivier Bailly, spokesman for the EU executive, Barroso will deliver a speech to the summit in the Romanian Capital, dedicated to the Danube Strategy, which is the last summit on the topic before this strategy is adopted on December 8.
As well, the EC President has scheduled a meeting with President Traian Basescu, during which topics of interest will be addressed as the Mechanism of Cooperation and Verification (MCV) in the field of justice, the prospects for expanding the Schengen Space through the accession of Romania and Bulgaria, the issue of Roma gypsies integration at European level and the future European Union budget.
Another item on the visit agenda is the conferring ceremony of the title of Doctor Honoris Causa by the University of Bucharest to the European Commission President, Jose Manuel Barroso . The preparation process of the Danube Strategy was initiated on June 10 last year, when the European Council invited the Commission to develop a strategy for the Danube region.
The Danube Strategy, which will be launched in the first half of next year, when the presidency of the EU Council will be held by Hungary, is designed as an internal strategy of the European Union to which other non-EU riparian states are invited to attend and it will abide by the four principles also applied in the case of the EU Strategy for the Baltic Sea region.
The four pillars proposed by the European Commission, on which the Strategy will be based are connectivity (a sustainable transport and energy network), environmental protection of water resources and risk management, social-economic development (culture, education, research, tourism, rural development, domestic market) and improvement of the system of governance (institutional capacity and internal security).
The European Commission organized a public consultation during which a series of conferences, seminars and debates have been held in the riparian countries. The outcome of these consultations is represented by the European Commission drafting and preparation and presentation, in partnership with the riparian states, of a communication on the EU Strategy for the Danube region, as well as of an action plan. It will include a detailed analysis of the current situation and propose action lines exemplified by types of projects set to be implemented on the short/medium term. The European Commission is to monitor the achievement of the action plan objectives. It will be updated periodically, depending on the evolution of the economic situation and social trends in the region.
