New year sets in with trimmed maternity benefits, higher car taxes and excise duties

Next year will come along with lower standards of living, having in store higher excise and car pollution taxes and lower child allowances, as well as health insurance contributions for pensions higher than 740 lei; on the other hand, public employees will recover 15 pct of their wages that were hacked back 25 pct in July and the minimum gross wage will rise to 670 lei.
Thus, beginning January 1, 2011, the excise duty on unleaded gas and diesel will increase by over 3 pct. The excise duty on unleaded gas will increase from 452 euros per tonne to 467 euros per tonne (plus 3.3 pct), while that on diesel will increase from 347 euros per tonne to 358 euros per tonne (plus 3.17 pct). The excise tax on leaded gas will stay unchanged, and so will the excise tax on alcohol and alcoholic beverages.
Excise taxes on cigarettes and coffee are also supposed to grow too.
As of January 1, 2011, the car pollution tax will increase by 45-50 pct on average, depending on the car's age and engine power.
As for the child-rearing allowance, the parents will have to opt between a one-year maternity leave paid with an allowance ranging between 600 and 3,400 lei, and a two-year leave, but with the allowance capped at 1,200 lei.
This option is open to parents who welcome a baby beginning with January 2011, whereas those on ongoing maternity leave and who already collect financial support will not be affected by the announced changes.
Also beginning with 2011, micro-enterprises can opt between a 3 pct tax on revenues, or a 16 pct profit tax. In order to qualify for this alternative, a company must have between one and nine employees and a turnover of 100,000 euros at the most in the previous year. This option is not available to micro-enterprises that obtain revenues from banking, insurance, gambling, consultancy and management activities. Should all the micro-enterprises opt for this scheme, this would have a positive budgetary impact of about 100 million lei.
Another important amendment to the Tax Code provides for the taxation of the individuals' unreported incomes of unknown source at the time the tax authority performs the check. These incomes will be estimated by indirect methods, specifically through the actual expense method and the financial flows method.
Checks will be conducted on very high earners, with focus on the wealth increase elements, and spending referenced to the declared incomes. The tax authority will charge the difference between actual spending and the declared income of a person 16 pct, yet only provided that the difference exceeds the reported figure by more than 10 pct, or is higher than 50,000 lei.
The government also decided that, as of next year, the retirees collecting pensions higher than 740 lei shall pay the 5.5 pct health insurance contribution. The financial impact of this measure is estimated at 1.4 billion lei.Finance Minister Gheorge Ialomitianu said on December 7 that the government does not contemplate taxing pensions below 1,000 lei, neither now, nor in the future.
In 2011, the gross minimum wage per economy will be 670 lei, while the base salaries in the public sector will increase 15 percent, yet referenced to the trimmed level registered in October 2010.
As of January 1, 2011, the staff paid from public funds shall be formally re-classified into wage categories, according to the newly established positions, professional degrees or stages set forth in the Framework Pay Law, in relation to the position, the length of service and the wage scale ranking they held on December 31, 2010.
Also starting in January, employers shall submit the payrolls in electronic format with the Labor Inspection Office.
