Budgetary deficit on 30 November : 5.2% out of the GDP

The income collected to the general consolidated budget was 150,5 billion lei, 4.9% higher against the corresponding period of last year.
The expenditure of the budget worth 177.3 billion lei, increased by 2.4% against the same period of the previous year, the data connected to the general consolidated budget show, on 30 November 2010 according to the ministry of public finances.
According to the data, sent by MFP, the general consolidated budget between 1 January and 30 November, was 26.8 billion lei, 5.2% of GDP up by 0.6 percentage points against the previous month.
The increase of collections during the reported period was recorded mainly for taxes on goods and services, VAT tax ( +13.2%), excises ( +10.7%) as well as non-fiscal income ( + 18.5%). At the same time, important gaps are kept between collections to income tax ( - 3.5%) profit tax ( -5.6%) social contributions ( - 5.7%) the report shows.
Other data about the general consolidated budget :
The sums received from the EU for payments doubled against the same period of the previous year, 3.7 billion lei against 1.9 billion lei.
The increase of expenditure was recorded mainly for interest ( + 22%) as a result of the finalisation of budgetary deficits gathered from the previous years, EU financing programmes ( +194%) social assistance ( + 7.5%).
At the same time, expenditure with goods and services increased by 0.8% against the same period of 2009, as a result of increase of budgetary expenditure.of the national fund for social health insurance for the payement of state debts.
At the level of local administrations the increase of expenditure with goods and services is due to the financing of the Agricultural chamber starting with March 2010 as well as the deregulation of the health institutions taken over by the local administration starting with July 2010.
Personnel expenditure are kept under the ones recorded during the same period of last year by 8.5%.Expenditure for investments which include capital expenditure, as well as investment programmes finances from internal and external sources, were at the end of November worth 26.8 billion lei, 5.2% out of GDP respectively.
