The technological and economic achievements of China, Japan or India cannot leave Romania insensitive, President Traian Basescu declared on Thursday.
'While the Euro-Atlantic space still struggles with the toughest economic crisis in the past decades, other continents, especially the Asia-Pacific region, witnessed an unprecedented economic boom. China, Japan and India amazed the world with their economic and technological performance, and Romania cannot remain insensitive to such developments,' the head of the state told the annual meeting with the ambassadors accredited to Bucharest.
According to him, the pillars for Romania's action in Asia will further be the partnership relations with China, Japan and India, and the strategic partnership with the Republic of Korea, aimed at strengthening political relations and boosting economic cooperation.
'We will further have an active participation in the EU - ASEAN institutional dialogue and contribute to the adoption of the European stances on some important files of the continent, like the one related to the situation in Myanmar, North Korea's nuclear program or the Iranian file, wherein we unreservedly support the enforcement of the relevant resolutions of the Security Council,' Basescu added. He pointed out, as a positive evolution in 2010, the further diversification and development of the relations with the Middle East states, both with Israel and with Arab states - Romania's traditional partners.'We will follow the same line in 2011, focusing on economic, energy and trade cooperation. We are interested both in accessing the natural resources in this region, as well as in promoting and implementing major economic projects. An opportunity in this regard will be the Romania - Gulf States economic forum, scheduled for March. We are concerned to the highest degree about the security in this region, due to its global implications and the relatively intense presence of Romanian citizens here,' said Traian Basescu. In this context, the President added that Romania would continue to support efforts for settling the sensitive files in the region, especially the Middle East Peace Process. Traian Basescu added that Romania would further develop 'mutually beneficial' relations with African and Latin America countries.
Romania To Meet Its Commitments In Afghanistan, Focus On Post-War Reconstruction
Romania will continue to meet its commitments in Afghanistan and will focus on post-conflict reconstruction and on training Afghan security forces, President Traian Basescu said Thursday during a meeting with ambassadors of EU countries.He said that the Summit in Lisbon announced the new stage of the International Security Assistance Force (ISAF), namely the transition process, which entails transferring security responsibilities to the Afghan forces.Basescu said at the NATO Summit in Lisbon that one of the objectives is to finish the process transferring security responsibilities from NATO and ISAF to the afghan authorities at the end of 2014.Romania has deployed 1,663 troops in Afghanistan, of whom 1,655 carry out missions within ISAF and eight within Operation Enduring Freedom. Another 66 gendarmes will be stationed in Afghanistan.
Romania Wants To Conclude Negotiations With U.S. On Missile Shield This Year
Romania wants to conclude negotiations with the USA on the missile defense system in 2011 and the U.S. remains a strategic partner and Romania's main security ally, President Traian Basescu said Thursday during a meeting with ambassadors of EU countries.'The United States of America remains our strategic partner and main ally in the field of security. Currently, our cooperation takes the shape of the missile defense shield, whose timeliness has been confirmed by the recent NATO summit in Lisbon,' said Basescu.Romania's priorities for its relations with the U.S. this year include 'close political cooperation and a solid economic relationship, through intense trade and increased American investments in Romania,' he said.
'The new strategic concept adopted by NATO in its November 2010 Summit backs up our conception of security, turning the Alliance towards new types of threats: ballistic missiles, energy insecurity, cyber-attacks. In 2011, we will contribute to the implementation of the decisions adopted in Lisbon, including NATO's internal consolidation on the basis of the reform proposed by the current secretary general. We will continue to take part in the allied operations and in the strengthening of NATO's political action through partnerships, firstly with the European Union and the Euro-Atlantic Partnership Council. The Russian Federation can also be an important partner in ensuring regional security,' said the president.
The fourth round of Romanian-American negotiations on the antimissile shield took place in Bucharest on December 14, 2010.On February 4, 2010, Romania's High Council of National Defense accepted U.S. President Barack Obama's invitation to take part in the adaptive development of the European anti-missile defense system. According to the new approach, Romania's entire territory will be protected against short- and average-range missile threats.
Transnistria conflict settlement is political priority
Settling the conflict in Transnistria is a political priority for Romania, President Traian Basescu on Thursday told the annual meeting with ambassadors accredited to Bucharest.
'We will work closely with the Lithuanian OSCE chairmanship to unblock the situation created at the Astana summit. The solution resides in a constructive approach, in identifying and promoting common interests and respecting the OSCE values and basic principles. Settling the Transnistria conflict is a political priority for Romania, and to this effect we support the reactivation without preconditions of official negotiations in the already established 5 +2 format, to the aim of adopting a sustainable solution, under observance of the Republic of Moldova's territorial integrity and of international regulations and commitments,' said the head of state.
He added that Romania will remain an important contributor to the missions of the European Union's Common Security and Defence Policy. 'This policy cannot succeed without strengthening EU foreign action, especially by getting involved in solving problems in the neighborhood,' Basescu said.
On relationship with Russia: We will direct efforts towards a pragmatic cooperation
Romania is to direct its efforts towards a pragmatic cooperation with the Russian Federation, with accent on economic investments and trade, said on Thursday, President Traian Basescu.
'In what concerns the Russian Federation, we will direct efforts towards a pragmatic cooperation, with emphasis on economic investments and commercial exchanges. The political relationship should be based on mutual respect and consideration given to both countries' interests', stated the head of state at the annual meeting, at Cotroceni Presidential Palace, of the heads of diplomatic missions accredited to Bucharest.
In respects of the Western Balkans countries, he stressed that the message of Romania remains the same - that they will have in this country a 'steady advocate' for their integration in the European Union and the Euro-Atlantic structures, to the extent they will continue their reforms.
'Respect for human rights, of the persons belonging to national minorities, represent important criteria in this regard. Progress made in 2010, such as obtaining the EU candidate status by Montenegro, is an encouraging signs. In the same spirit, we will continue our actions to strengthen relations with Turkey', said President Basescu in this context.
As for the cooperation with Ukraine, the Romanian head of state said that this would be developed on the 'principle of good neighborhood', with support for the neighboring country's efforts on its European track.
'Edification of a democratic Ukrainian state, prosperous, that complies with the rule of law, is one of Romania's vital interests', Basescu completed.
In his speech, the head of state also noted the importance attached by the authorities in Bucharest to the development of a civil society in the Black Sea states, reminding Romania's commitment in this field, by organizing the annual Black Sea NGOs Forum.
'Romania is to hold the Presidency of the Organization of the Black Sea Economic Cooperation (BSEC) in the first half of 2011. We will lay the accent on the organization's efficiency and relevance, on the capacity to implement concrete projects, on the economic cooperation and capitalization of the observer status of the European Union. 2011 must to be the revival year of the Black Sea Synergy, by involving the European External Action Service into the regional issues, including the implementation of synergy projects ', Traian Basescu added.
Romania To Continue To Support Republic Of Moldova In 2011
Romania will continue to support the Republic of Moldova in 2011, President Traian Basescu said Thursday during a meeting with ambassadors .The head of state highlighted that, by tradition and identity, the Republic of Moldova belongs to the European family. He said Romania's relations with its neighbor were strengthened in 2010. 'We accomplished our commitment to implement the small-scale border traffic Agreement. We signed a state border Treaty. We inaugurated general consulates in Cahul and Balti, and the Republic of Moldova opened a general consulate in Iasi. We strongly supported the steps taken by authorities in Chisinau regarding the country's European perspectives and our trust was confirmed by the very good results the country obtained towards its EU accession (...),' said Basescu.
The president stressed that Romania will take a firm stand so that the Republic of Moldova be included in the group of Balkan countries within the EU accession process.'By tradition and identity, the Republic of Moldova belongs to the European family and offering it a clear accession perspective will strengthen its efforts towards democracy and will contribute to its political and economic stability to become a credible EU partner,' said Basescu.
