UGIR- 1903 arguing for collective labour agreements at all levels

The UGIR-1903 union of industrial employers of Romania is arguing for the need to have collective labour agreements at all levels, erga omens, without exception, UGIR-1903 Chairman Ioan Cezar Coraci told a debate held by the Senate on the amending and supplementing of the Labour Code.
He said that as far as the talks with the Government are concerned about modifying the Labour Codes, they stumbled when the erga omnes principle was discussed.
Another bone of contention at the talks between the Government and employers, including some multinationals, is the contents of the collective labour agreements, because they are important since they have more chapters than the chapter about wages.
'Besides the rights, there are mentions of continual professional training, qualification and many other rights of the employees. This is in fact the bone of contention between us and the Government and between us and some multinationals. We are in favour of the erga omnes principle being kept in place. Just wait and see what a struggle that will be,' said Coraci.
He explained that the collective labour agreements at all levels are mandatory when they are signed, but the laws make only the negotiation process mandatory.
'There are some branches where we could not get along, where we did not create a contract, but where there are agreements they should be applied to all, precisely to achieve a balanced development of the labour market in Romania. Probably in 5-10 years' time we will be able to cut more from the agreements, but for now they are important because they have more chapters beside the wage chapter,' said Coraci.
UGIR-1903 also required immediate clarifications of both the employer law, which Carci rated as poor, because 'it is impossible for 14 employers associations to exist that are representative nationwide.
Coarci acknowledged that reaching an agreement with the trade unions is difficult.
Senate Chairman Mircea Geoana on Wednesday held a debate on the amendments and completions to the Labour Code that was attended by officials of employers' associations, trade unions, and the MPs of the specialist committees of Parliament.
