Dacian Ciolos: Romania risks losing European funds, unless it speeds up their absorption

Romania runs the risk of losing European funds unless it speeds up the process of using them, European Commissioner for Agriculture and Rural Development Dacian Ciolos told a press conference held at the European Commission Resident Office in Romania on Friday.
'It is vital that Romania should accelerate the process of utilizing the European funds because, although fund granting goes well, the stages of execution and payment are not in the same situation, leading to a risk of losing them altogether,' Romanian Ciolos said.
According to him, Romania can take several measures to simplify the administrative procedures.'I believe there are some things to be done to speed up this process by which I mean a reduction of administrative procedures. Taking a look at other member states of the European Union, I noticed that Romania has one of the most complex bureaucratic and administrative systems to manage the European funds. I believe a degree of simplification can be afforded, maintaining the reasonable limits of making a proper use of the funds,' the European Commissioner explained.'We had several rounds of discussion with the Romanian authorities on general issues relating to European affairs, but in particular on accelerating the European funds absorption. Romania is doing well as for contracting the European funds, but not too well as for their effective accession, of payments made. I am interested in seeing Romania's EU allocated funds used properly and efficiently ', underlined Dacian Ciolos in a press conference given at the European Commission's Representation to Romania.
In his opinion, Romania has a lot of institutions involved in managing European programmes. 'Due to the complexity of the programmes financed by structural funds, there are a lot of institutions involved in managing them. I think that by a transparent centralized horizontal coordination, one could speed up the process of making use of the structural funds and would lead to their proper payment,' explained Ciolos, stressing that his interest as a European Commission member is' that the funds should be properly and efficiently employed, Romania being one of their major beneficiaries.'
As regards the talks held with the Romanian President and PM, Dacian Ciolos said that they discussed aspects related to the Common Agricultural Policy, to the schedule of preparations of the legal process around the talks on the EU budget, as well as other aspects on both the EU and Romanian agendas.
The European Commissioner for Agriculture and Rural Development Dacian Ciolos payed an official visit to Romania (March 3-4), having talks with the authorities in Bucharest on current issues on the agenda of the European Commission and of Romania.
