Economic crisis hits legal system as well
ACTMedia - 14 Martie 2011
The situation in the legal system affected by the crisis was discussed on Friday during the international conference 'Justice in the Context of the Economic Crisis,' which takes place on Friday and Saturday.
'The reform without any means is not possible. ... In the context of the law, we are not able to buy fax machines, as Ordinance 34 in force for three years, forbids us to. We have to update and extend our IT infrastructure, to buy costly upgrades and to provide the necessary personnel,' said deputy General Prosecutor Gabriela Scutea.
On a different matter, she said the from the point of view of the Prosecutors' Offices, the worsening of the economic crisis was noticed by the economic-financial criminality.'We found areas where the number of prosecutions for fraud has increased by 200 percent,' Scutea said. On the other hand, she warned that a unified legal background is necessary.
President of the Superior Council of Magistracy Horatiu Dumbrava, when talking about the increasing number of files that appeared following the Government's austerity decisions, says that justice will have to take into account a thin line, difficult to draw, between the human rights and the necessity of these austerity measures in the context of the economic-financial crisis.
Victoria Stoiciu, project officer at Friedrich Ebert Foundation, revealed a few data according to which Romania is the country in the EU with the largest number of layoffs in the public system in 2010.
Natalia Roman, president of the National Union of the Romanian Judges (UNJR), said that the legal system was affected in the context of the crisis, firstly because the finances the system was entitled to were cut and secondly because the measures taken by the Government were appealed in Court and the number of files increased.
The international conference was held by UNJR, together with the Friedrich Ebert Foundation.
