List with main projects to be made in public-private partnership approved

The government approved a list with the main projects to be made in public-private partnership, the premier Emil Boc announced at the end of the executive meeting.
On the list there are construction projects for highways, ring roads, hydropower stations, thermal powerstations, bridges, canals, residences, hospitals and a penitentiary. « These projects come to be added to the investment made with money from the state budget or European funds » Boc said. The premier invited, recently Chinese investors to build highways and hydropower stations in public-private partnership. The list with projects follows :
In transport:
The Comarnic – Brasov highway. Romania has a resounding failure as regards the works from the Comarnic-Brasov highway. The Vinci-Aktor consortium should have drafted, financed and built the Comarnic-Brasov highway so that in 30 years to administer the 55 km of the highway. But the consortium gave up, due to the lack of money. The contract was estimated at 4.7 billion euro. Now they are looking for new investors.
The Sibiu-Pitesti highway. As regards the highway Sibiu –Pitesti, - 116 km, the authorities try to find financing sources. It is the only part of the Corridor IV Pan –European Nadlac –Constanta for which there were not found financing sources. The other parts will be made out of European funds, but financing for Sibiu-Pitesti is very difficult due to the costs which are very high, estimated at almost 3 billion euro. Romania required financing from the European Commission and for the Pitesti-Sibiu part, but there is no answer in this matter.
The Ploiesti-Buzau-Focsani highway. In August 2008, the company Louis Berger Group was selected to make the feasability study and technical assistance. It will have 133 km.
The Targu-Mures-Iasi-Ungheni highway. The part will make a new crossing of the Carpathians, being added to the 2 existing crossings ( DN12C and DN15). It will have 306 km. This year, there will be finalised the feasability studies.
The southern ring road of Bucharest – as highway.
The northern Bucharest ring road, as highway.
In energy:
The Tarnita-Lapustesti hydropower station. The station with accumulation through pomping Tarnita-Lapustesti supposes the insurance with investment funds of over 1.164 billionn euro ( without VAT) and is meant to be made through drawing private capital of good companies. The present state : SC Hidroelectrica hired a general consultant (Asocierea Deloitte Consultanta SRL, HydroChinaZhongNan Engineering Corporation, Banca Comerciala Romana SA) for judicial, financial, commercial and technical services for the selection of investors and the setting up of the company for the objective to be finalised. The consultancy contract worth 5 million euro was signed on 25 August 2010.
Units 3 and 4 in Cernavoda power station. To make this project estimated at 4 billion euro they created the Energonuclear. The main shareholder was made up of Nuclearelectrica SA 51%, RWE, GDF SUEZ, ENEL, CEZ, cate 9,15% iar ARCELOR MITTAL si IBERDROLA cate 6,2%. CEZ, RWE, GDF Suez and Iberdrola withdrew from the project. Nuclearelectrica took over the shares of the companies which pulled out together with Arcelor Mittal and Enel. At present, Nuclearelectrica is looking for new investors as they want to sell a part of the shares so they are left with 40%.
The Doicesti thermal power station. In Doicesti they want to make a new group of condensation of almost 250 MW on coal. There is a letter of interest on the part of CMEC-China (China National Machinery & Equipment Import & Export Corporation) regarding a possible participation as investor to the project. In the case of a negative result there is the possibility that the Doicesti power station be closed down and be put to value. Until then, SC Termoelectrica SA started the pulling down of the group no.7 of 200 MW ( out of exploitation). To construct the group in Doicesti, the Termoelectrica company had many problems, starting with 2008 with discussions with Mechel, the Russian group with activities in metallurgy and the mining sector. Eventually, Mechel withdrew from the negotiations.
AGRI interconnector. Through the AGRI project, there will be brought gas from Azerbaidjan to Europe. The gas will be given on the route Baku ( Azerbaidjan) – Kulevi ( Georgia) – Constanta ( Romania). The gas from Azerbaidjan will be liquefied in Kulevi and then transported through the Black Sea up to Constanta where they will be deliquefied through the LNG terminal. In a first phase, between three and eight billion cubic metres could be transported to raise to almost 20 billion cubic metres of gas. In the project there are four states : Azerbaidjan, Georgia, Romania and Hungary – with headquarters for a drafting company in Bucharest.
Environment:
The Siret-Baragan canal, estimated to 200 million euro to collaborate the ministries of environment and agriculture.
Regional development:
The ECO project in Ghencea Bucuresti on 100 ha and which proposes the building of 10,000 residences and the necessary infrastructure.
The Esplanada project, a project of 800 – 900 million euro.
The Danube – Bucharest project ( in partnership with the ministry of transport). « It is a project which was abandoned, but its value should not be forgotten » Boc said.
The bridge over the Danube in Tulcea – Braila ( in partnership with the ministry of transport).
Health
Six regional emergency hospitals in Timisoara, Cluj Napoca, Targu Mures, Iasi, Craiova and Bucharest.
Justice
A penitenciary to be made after an Anglo-Saxon model
There has been talk about public-private partnerships since 2003 but only after seven years they could pass a law in this sense, which comes into effect in October 2010. Eventually, the PPP law was published in the Official Gazette of 5 October 2010.
