Romania is the third world of road infrastructure, but has the largest number of traffic controllers who maintain a real chaos on the country's roads, says Augustin Hagiu, the chairman of the Federation of Transport Operators – FORT in a press release.
Romania infringes its engagements toward EU about maintaining European roads at a good technical level. At the same time, transporters say, Romania infringes the provisions of a accession treaty for the condition mentioned in annex VII which stipulates that : 'As of the accession date no restriction can be imposed on the use of vehicles which respect demands of Directive 96.53.CE of the main transit routes provided in annex 5 to the Accord on transports concluded between CE and Romania and in annex I to Decision 1692.96-CE of the European Parliament and the Council of 23 July 1996 on the development of its secondary road network. Any investments in infrastructure which involve the use of funds from EU budget have in view to insure that roads are built or rehabilitated to bear a mass of 11.5 tons per axis.
According to achieving rehabilitation, EU documents show that Romania should pass to a gradual opening of the Romanian road network of secondary roads for vehicles in international traffic, which respect the limit values of the directive. With a view to loading and unloading, in case it is possible from the technical point of view, the use of rehabilitated sections of secondary roads is allowed during the whole transition period.
The most serious thing is that the Ministry of Transports and the Romanian government have completely forgotten about the national and European roads crossing Romania, reducing their contribution to setting up restriction indicators on roads which should be repaired.
