EU multi-annual draft budget is one of solidarity

The proposal regarding the multi-annual financial framework for the European Union, which targets the 2014-2020 period, is ambitious, innovative, responsible and rigorous, said on Wednesday the head of the representation office of the European Commission (EC) in Romania, Nicolae Idu.
'This is aimed at stimulating sustainable economic growth and the cohesion policy in a new vision, the sum standing at 376 billion euros. (...) It is a budget of solidarity, but it also a more autonomous, more transparent budget. It follows the idea of decreasing the contribution of member states by proposing a new system of resources and it also proposes a reform of the system of discounts and systems of corrections compared with those that have functioned so far. It considers significant increases in financing. In research and innovation, the increase in budget is 46%, in education, 68%, and the financing for infrastructure has a 287% rise,' said Idu.
According to him, the draft budget provides for the ending of the mechanism based on VAT underscored in statistical manner in 2014 and 'the introduction of two new own resources on financial transactions and on the European added value. The draft also proposes, according to the EC official, a radical simplification in the system of corrections versus the contributions of other states.
'As to the level of allocations, the most important chapters are the Common Agricultural Policy with 36% of the annual budget and the Cohesion Policy with 33% of the multi-annual budget,' said Idu.
The EC adopted and presented at end-June its proposals regarding the 2014 - 2020 multi-annual financial framework, which focus on priority financing in the EU that offers real added value. At the same time, the EU budget remains one focused on priorities - in the 7 years, the total value of commitments will be 1.025 billion euros (1.05% of EU's GDP) and that of payments will be 971.5 billion euros (1% of EU's GDP).
The EC representation office in Romania organized on Wednesday a roundtable meeting dubbed 'Romania and the 2014-2020 multi-annual financial framework of the European Union.'
Debated in this event were the provisions of the EC's Communication on the draft budget for the 2014-2020 financial exercise, launched at end-June, and especially Romania's position and prospects in the future negotiations.
Invited to voice their opinion on the topic were Leonard Orban, presidential adviser, Theodor Stolojan, MEP and former finance minister, Catalin Vatafu, the head of the Authority for Coordination of Structural Instruments, Daniel Daianu, economist and former finance minister, and Sorin Ionita, Executive Director of the Romanian Academic Society.
The debate is part of the series of monthly events dubbed 'European Perspectives,' initiated by EC representation office in 2009 for stimulating the debate on the priorities of the European Union, in close connection with the national public agenda of Romania. Within this framework, invited to express their opinions are MEPs, diplomats, politicians, public servants, representatives of civil society, social partners, representatives of media and academic community, opinion leaders etc.
