Romania absorbed 30% of European funds meant for rural development

Romania absorbed almost 3 billion euros out of the total European funds meant for rural development available by 2013, representing a 30 percent degree of absorption, according to data provided by the Agency of Payments for Rural Development and Fishery (APDRP).

APDRP made payments worth more than 2.38 billion euros to discount expenses made by the beneficiaries of the European funds for rural development, other 561 million euros being absorbed by the advance payment by the European Commission in running the National Rural Development Programme (PNDR)

According to APDPR data, the agency provided the verification, authorisation and discount for more than 4.3 million payment requests totalling 2.388 billion euros, by July 26, 2011.

'The advance payment and the payment proper cumulated lead to about three billion euros (2.95 billion euros, to be precise) funds absorbed by PNDR, representing a degree of absorption of the European funds of 30 percent of the total funds available for rural development,' reads a APDRP release.

These community funds are granted by the National Rural Development Programme 2007-2013 making available for the Romanian individuals and companies seven billion euros for investments projects in agriculture and rural environment. The PNDR also grants other 2.72 billion euros for direct payments to farmers, totalling some ten billion euros, non-disbursable European funds granted for rural development.

'Absorption of the European funds granted for rural development are on a upward trend considering PNDR evolution, both by engaging European funds (4.03 billion euros out of the total available, representing more than 60 percent of the funds meant for investments) and by proper payments to beneficiaries. Implementing this programme in Romania by PNDR based on strict, clear-cut and transparent procedures allowed the process of granting and discounting payments to run smoothly,' the release reads.
