EUR 13.5 bn worth of contracts signed under EU structural funding projects

The contracts signed under projects financed from EU structural and cohesion funds totaled EUR 13.5 billion at the end of July, whereas disbursements to beneficiaries stood at EUR 2.7 billion (out of which EUR 1.109 billion in reimbursements and the rest in pre-financing and state budget contributions), shows the latest data of the Authority for the Coordination of Structural Instruments (ACIS).
Of the total value of the signed contracts, the contribution of the EU represents EUR 10.7 billion (55 pct of the EU allocation for Romania over the 2007-2013 interval). There are 6,468 contracts signed and payments from EU funds represent 13.25 pct of the EU allocation for 2007-2013.
A number of 28,964 projects have been submitted so far for accessing structural and cohesion funds under the seven operational programs, worth an aggregate EUR 55.53 billion, of which the EU contribution stands at EUR 34.38 billion (179 pct of the allocation for Romania).
The number of approved projects is 8,505 worth a total of EUR 19 billion, of which EUR 12.1 billion in EU contribution (63 pct of the 2007-2013 allocation).
According to the latest data of the Authority for the Coordination of the Structural Tools (ACIS), the rate of interim payments is 3.52 percent of the European Union funds allocated to Romania over 2007-2013.
This figure of 3.52 percent differs from the absorption degree of the European funds released by the Romanian authorities, of 13.25 percent, with the latter figure meaning the total payments made to beneficiaries, including here the pre-financing from the advance payments received from the EU. The inconformity has been recently notified by the local media.
The Romanian press mentioned the letter sent to Prime Minister Emil Boc by President of the European Commission Jose Manuel Durao Barroso on June 23 reading that Romania had drawn but 3 percent of the structural funds of the European Union, 19 billion euros over the period between 2007 and 2013, whereas the Romanian authorities reported at that moment a rate of absorption around 12 percent.
