The single market act lists 12 levers for stimulating growth and strengthening confidence, shows a document presented at a public hearing organized by the European Economic and Social Committee (EESC).
The 12 levers are the access of SMEs to financing, citizen mobility, intellectual property rights, consumers, the single market actors, the services, the single digital network, digital entrepreneurship, taxation, social cohesion, the regulatory environment for business and public procurements.
According to the document, the access of SMEs to financing requires a legislation aimed at facilitating the possibility of venture capital funds established in one member state to invest in any other member state, without any obstacles or additional requirements.
Citizen mobility refers to the modernization of legislation on the recognition of professional qualifications, with the objective of simplifying mutual recognition procedures for mobile workers, the modernization of the legislative framework, the revision of regulated professions and strengthening trust and cooperation among member states.
'The key action as regards intellectual property rights is a legislation setting in place a unitary patent protection for as many as possible member states and a unified dispute settlement system; the target is for the first patents to benefit from this uniform protection to be issued in 2013,' said Nicolae Idu, head of the European Commission representation in Romania.
In what services are concerned, the legislation on the European standardization system needs to be revised, to expand its scope to the sphere of services and render standardization procedures more efficient and more inclusive.The key action for networks is legislation on transport and energy infrastructure capable of identifying and implementing strategic projects of European interest and of ensuring interoperability and intermodality.
As concerns the single digital market, Nicolae Idu said that the act provides the enforcement of legislation ensuring the mutual recognition of electronic identification and authentication throughout the EU and the revision of the Electronic Signatures Directive so as to allow the secure and smooth electronic interaction of businesses, citizens and public administrations, thus increasing the efficiency of the services and public procurement, service deliveries and electronic commerce, their cross-border dimension included.
As regards the digital entrepreneurship, legislation is needed so as to create a European framework that should facilitate the development of joint investment funds, which would amplify the effect of national initiatives, opening opportunities specific to the single market (access to investment opportunities and investors from all member states).
Regarding social cohesion, the act provides legislation meant to improve and strengthen the transposition, enforcement and practical observance of the Directive on workers secondment, including measures for preventing and sanctioning any abuse and circumvention of the rules applicable, accompanied by legislation aimed at clarifying the exercise of the freedom to settle and the liberty to provide services together with the fundamental social rights.
As for the business regulatory environment, the key action is simplifying the directives on accountancy standards in what concerns the financial reporting obligations and reducing administrative burdens, especially those that affect the SMEs.
Key action for public procurement provides as key action a revised and modernized legal framework aimed at generating a balanced policy to support demand for socially responsible and innovating goods, services and environmental works.
