Orban: Romania is to receive larger funding in future EU budget exercise than in 2007-2013
ACTMedia - 5 Octombrie 2011
The funds earmarked for Romania in the next EU budget exercise for 2014-2020 will be larger than those granted in the period 2007-2013, but on certain supplementary conditions, European Affairs Minister Leonard Orban said on Tuesday.
'Without giving any figures, because only next week we can talk about a clear assessment and we shall know exactly what the amounts earmarked for the Common Agricultural Policy are. At a first calculation, starting from the general proposal of the European Commission, therefore taking a look at the entire budget for 2014-2020, we are talking about significant supplementary amounts for Romania, both concerning the Common Agricultural Policy and the Cohesion Policy. I cannot give you the amount, because the proposals are still being discussed and the decision is a political one and will made by most of the commissioners. Until then, we are only talking about pre-proposals,' former European Commissioner Leonard Orban said during the meeting of the Senate's Committee for Agriculture.
He reiterated that, for now, there existed the proposal of the European Commission, but it was a general one. As far as the field of agriculture is concerned, the proposal for the future budget will be made next week, on October 12.
'This is why I did not want to give any figures regarding the fund increases that will be earmarked for Romania for the period 2014-2020. But I have said that in case these increases come into effect, they will be compensated by some elements of a general nature to be applied to all member states, not only to Romania,' Orban explained.
Regarding the Common Agricultural Policy, the European Affairs Minister mentioned that both positive and negative aspects were foreshadowing in the next budget exercise for Romania.
'We expect a limited increase, but an increase in the payments to Romanian farmers. There is a strong pressure to demand the equalization of direct payments between the old and new EU member states, but this equalization is not possible any sooner than 2025. Therefore, we are talking about an increase, but not an equalization of direct payments,' Minister Orban explained.
According to him, a direct payments' ceiling depending on a maximum amount will be applied not only to Romania, but also to all the other 27 EU member states.
