Benoit Nadler (EC): Actual assimilation rate of European funds for Romania, 3.5%

The actual rate of assimilation of the European funds in the case of Romania is 3.5 percent and the situation is critical, Benoit Nadler, representative of the European Commission (EC) within DG Regio team for Romania, told a conference held in Bucharest by the World Bank on Thursday.
'The situation is critical and Romania is by far the bottom of the list in terms of European funds assimilation,' warned Nadler who added that there are technical consequences such as the risk to lose money, but also an economic impact; 'if the money is not absorbed, the projects are not implemented, the economy has no engines and Romania's attractiveness is lower.'
According to the EC expert, the causes for the low rate of assimilation of the European funds by Romania are the dull technical mechanisms, the large advance payments making the beneficiaries less industrious into getting more money, as well as issues related to personnel and competence of the managing authorities.
The obstacles prevent the prominent companies make business in Romania and certain major companies submit complaints to Brussels on a regular basis about the lack of transparency in Romania, Nadler said.
The payment requests for projects must come together with documentation of hundreds of pages, and this makes no sense, said the representatives of DG Regio of the EC.
'Although they complain about the lack of personnel, the managing authorities do not make procedures simpler. We suspended payments for projects because the bulky documentations do not ensure correctness but they place an extra burden on the beneficiary, who cannot mentally cope with the issues. The ineffective and inadequate procedures suffocate the implementation of projects in Romania,' Nadler stressed.
