The State budget for 2012

The ministry of finances published on their site the draft budget for 2012 as it was approved by the government. Immediately after approval, premier Emil Boc stated that the budget is characterised by the following words: prudence, responsibility, investment and work places.
Thus, the expenditure with investments will grow from 36.1 billion lei in 2011 to 38.1 billion lei in 2012. A series of ministries, such as Work, Agriculture and Home Affairs will get less money than in 2011. The government supplemented the budgets for Transports, Health and Development.
The minister of finances Gheorghe Ialomitianu said, after the approval of the budget by the government that next year the economic growth will rely on constructions ( growth 3.6%), industry (growth 2.6-2.9%), and services (1.2%). “ The agriculture will not influence growth in 2012, starting from the idea that we cannot have a better year in 2012 than in 2011” Ialomitianu said. He said that the money will be oriented to investment and the creation of work places. That is why, expenditure with investment will grow from 36.1 billion lei to 38.1 billion lei in 2012. At the same time, it is estimated a growth of the number of work places by 30,000.
The revenues will have a share of 33.7% of the GDP and expenditure 35.6%. The GDP is estimated at 579.6 billion lei in 2012. For next year, the government estimates an exchange rate of 4.36 lei/euro, an annual average inflation of 3.4% and an inflation at the end of the year of 3.5%. The budget was constructed on a growth of average salary from 2,026 lei to 2,117 lei. The number of unemployment will drop from 445,000 in 2011 to 410,000 in 2012. The leading bodies of the two houses of Romanian Parliament on Monday decided the 2012 draft state budget and draft state social security budget should be debated by a joint plenary sitting of the Deputies' Chamber and Senate on Dec. 12, Senate Vice Speaker Ioan Chelaru announced. He stressed the lawmakers may table amendments to the two draft acts starting Monday, Dec. 4. Chelaru explained the 2012 draft budget and draft social security budget will begin being debated by the joint Commissions on budget on Dec. 5, with the two Commissions to file their reports to the plenary sitting from Dec. 6 till Dec. 11.
