Romania risks to exceed 2011 deficit target, unless EC unblocks reimbursement of EU funds

Romania is likely to miss the budget deficit target of 4.4 percent of GDP, set for 2011, unless it fails to obtain from the European Commission the release of amounts to be reimbursed for European projects, warned on Tuesday, the European Affairs Minister, Leonard Orban.
'Currently, any payment made domestically has repercussions on the budget deficit. Remember that we set for this year a target of 4.4 percent. To the extent that payments are not unblocked by the Commission and these domestic payments will continue, there is the risk is to exceed this budget deficit. All hopes are related to an eventual positive decision to be taken by EC in December, in a few weeks time from now. Again, these are expectations at present, the Minister said.
In this context, he mentioned that there are authorities still having funds available for the domestic payments, but others have finished them.
Likewise, Orban said that the state budget must cover the payments, as ruled by the courts of law, to certain beneficiaries who challenged the withdrawal of the money by the management authorities (MA), as a result of procurement controls. 'In case there will be courts rulings saying that the AM assessment was not correct, then the sole option is that the amounts must be covered from the state budget', Leonard Orban also said.
