Rents level to be established according to clear criteria, starting with 2008

The Law on Housing is to establish clear criteria for rental price setting, starting with 2008, which will take into account location, building's age, accessible infrastructure and positioning within the city, Bogdan Suditu, deputy director general of the Department for Housing Policy with the Ministry of Development, Public Works and Housing (MDLPL), told Rompres Agency.
'Currently, in Romania, rents have rounded values, of 100, 150 and 200 euros, which are artificially created. At the same time with the adoption of the law package on housing, a calculation methodology of the rents' value will be also adopted, based on some clear criteria, such as location, neighborhood, building's age, accessibility degree to infrastructure, positioning inside the city', said the Ministry of Development representative.
Starting with autumn this year, Romania will benefit of a law package on housing, set to rule both relations between the owner and the tenant, co-property rights over some buildings, housing units' status, but also the development of home construction under the public-private partnership.
'Four laws are included in the housing package: a new housing law, a law on home rentals, a law on the condominium status of the housing buildings, of administration and functioning of the owners' associations and a law on the public-private partnership in the field of housing', stressed Bogdan Suditu.
The official said that the law on home rentals is to harmonize all existing regulations in the national legislation with those valid in the other European Union member states.
Tenant's status is to be regulated through a contract, which supposes rights and obligations both for the owner and for the tenant. As such, the owner will no longer be able to arbitrarily modify the rent and the tenant will have more obligations as for the housing unit or the respective building's administration.
'This is a free market and that is why the new law is seeking to strike a balance between the tenant and the owner. We think that, at present, the owners fail to respect conditions on the market. This package seeks to define some general cooperation rules between the two, housing unit's utilization modalities, some prerogatives tenants assume with the owners' accord etc.', explained Bogdan Suditu.
According to him, the new law package is almost in the completion stage, after the proposals of an institute from Austria, selected through bidding, were examined by a group including representatives of the Ministry of Development, of some other ministries and of the owners and tenants' associations.
After this group will bring the latest improvements to the law package, they are to be publicly debated, most likely at the end of February. The new law package is to be submitted for Government's approval in April, and is expected to be adopted in September this year.
