No additional facilities from the Romanian state for Nokia

Cluj County Council conveyed an official answer to Brussels.
The European Commission (EC) asked Cluj County Council (CJ) and the Competition Council for information related to the facilities that Jucu based phone producing factory benefit for, as recently declared by CJ President, Marius Nicoara, Mediafax informs.
“There is various information on the market. Nokia does not enjoy any other exemptions than those provided by the law. It is true, Brussels inquired us about the type of aid for Nokia, we affirm we did nothing else than setting up the infrastructure for an industrial park. This is something normal, this is the law for industrial parks,” Nicoara said.
Thus, following the suspicions of the EC related to the establishment of Nokia factory in Jucu, the counselors from Cluj informed the European authority that Nokia did not receive additional facilities as against those provided by the law addressing industrial parks, ‘The Money Channel’ informs.
Nokia will receive certain tax exemptions which are in keeping with the legislation in force. The law addressing industrial parks provides that the companies operating in an industrial park are exempted from taxes on buildings.
Last week, Nokia started production of mobile phones in the factory from Jucu village, Cluj County, the model 1,200 for markets of Europe, Africa and Middle East being assembled here. “When Nokia locates in the industrial park, because we do not have the title of industrial park yet, it will have fiscal facilities in relation to certain taxes, but these are in compliance with the legislation in force. The European Commission asked for a report from Competition Council and an answer from the County Council. We sent this answer yesterday (on Thursday – editor’s note) to Brussels. We specified in the answer that no specific facilities for Nokia had been considered,” Nicoara added.
Normal Notification procedure between Romania and EC related to Nokia
There was an exchange of information, related to Nokia company, between Romania and EC, following the complaints and pressures exerted by the German part after the decision to have Nokia factory located in Romania, Mediafax informs. “One should not think of an accusation related to the provision of illegal state aid by the Romanian side to Nokia company, it is a normal dialogue, in this case, between the two parts, developed within the normal notification procedure,” EC sources specified.
On the other side, Themis Christophidou, a member in the Cabinet of the European Commissioner for Regional Policy, Danuta Hubner, has recently said that “one cannot provide funding from the European Regional Development Fund for a factory or an installation and the operational programme for Romania bans this explicitly.”
EC President Jose Manuel Durao Barroso declared at the end of January that Nokia did not benefit from EU funds for the relocation of the mobile phone production from Bochum factory, Germany, to Romania. Barroso affirmed that the use of EU funds in this respect is “unacceptable.” Yet, the EC president appreciated that the orientation of the Finnish producer towards Eastern Europe is a right one.
