Petty frequent bank fraud takes place of big embezzlement

Petty frequent bank fraud has taken the place of big embezzlement in the Romanian banking system, in the recent years.

No bank fraud in the last years in Romania has got near the level of the recent one at France's Societe Generale, of 4.8 billion euros; the biggest one since 2000 has been at the Romanian Commercial Bank (BCR) branch based at Novaci, when 80 million euros was lost. Figures supplied by the National Bank of Romania (BNR) show that outstanding lending accounted for less than 0.23 percent of the borrowing portfolio, while fraud involving unauthorised cash withdrawal from accounts is much smaller. However, in spite of the identification and prevention systems used, the banks are still being faced with fraud. The biggest problem comes from the forged documents produced by the clients for the personal needs borrowing. More than 3,000 such cases were investigated in the last year, Police sources announced in summer. The BNR supervisory department head Nicolae Cinteza said policemen are overwhelmed by swindling in the banking system based on forged identity papers or forged salary bills. He says the phenomenon is getting ground with networks having emerged, being specialised in getting loans on forged papers. Such networks have already begun being uncovered by the Police. They investigated a case in the northeastern city of Bacau in which several persons had set up a bogus firm and they used to hire, for a 'fee', credit applicants whom they provided the required papers to get the money from a bank.
