Car's performances decide pollution tax

The car pollution tax will be established depending on the technical characteristics of each car, based on the emissions of carbon dioxide and noxious fumes, with the state to refund the difference between the sum paid at present, according to the Fiscal Code, and the new tax, which will be introduced on 1 July 2008.

Environment Minister Mediului Attila Korodi said the new tax would take into account 30% of CO2 emissions and 70% the noxious fume emissions, for the Euro III and Euro IV cars. Under a regulation discussed on Monday by the government, which will be publicly debated until 10 April, the quantum of the tax will not exceed the residual value of the cars already registered. Moreover, as Evenimentul zilei daily writes, the value of the tax proposed is bigger than the one in effect for the new cars, but smaller by 10%-20% for the cards older than 4-5 years. For the Euro 1, Euro 2 or non-euro cars the present formula will be applied. There is pollution tax for Euro 5, hybrid and electric cars. Those who have already paid the tax calculated in line with the present formula, considered illegal by the European Commission, will be refunded the difference if the sum paid is bigger than the one that will result from the calculation made in line with the new formula. The refunding procedures will be established by the government within 90 days since the date this new regulation is published. PM Calin Popescu-Tariceanu said on Monday, on the occasion of the first reading of the Emergency Ordinance on the car pollution tax, that all the money obtained from this tax would be used for environment projects. 'I am convinced this formula will enable Romania to really position itself among the European countries, for which the environment issues are extremely serious,' said the prime minister.
