Romanian Post targets new acquisitions on fast delivery market

The restructuring plan of the the Romanian National Post Office includes significant investments of approx. 100 million euros over the next four years, as well as the acquisition of a privately-owned local fast delivery operator, according to recommendations of consultancy company Roland Berger.
At the same time, under the restructuring plan, the consultant targets a cut in costs, an increase in quality and an upgrade in services, as well as business outsourcing.
Regarding the acquisition on the fast delivery market, Romanian Office Post Chairman Dan Mihai Toader told Saptamana financiara weekly the company targets not to transform a private company into a state-owned one, with the takeover to stand at 50 percent at the most, so that the company may remain private.
Without referring at all to the budget allocated to such transaction, in order not to influence the market, Toader said remuneration for the selection of the suitable company will be under a success fee system or based on prices charged by such services.
The restructuring programme drafted by Roland Berger aims first at taking such investment measures and double them with staff restructuring, business diversification and increasing services quality.
Referring to the investments, Toader also said the objectives on target relate to infrastructure, full replacement of the existing car fleet, and also changing the Post's information technology and system.
For instance, the investment programme provides for the construction of three regional centres to sort parcels and mail. Thus, by 2010 the regional centres from Bucharest and Cluj Napoca are to be completed, so that a regional hub in Bacau may be built in 2010-2012.
The restructuring plan, which was completed in September 2007, is to become strategy and pledged to by the Ministry of Communications and Information Technology, which is holding a 75-percent stake in the Post.
'The minister has assured me that the draft of the government resolution related to its pledge to the restructuring strategy of the Romanian Post was based on the inter-ministerial approval circuit. I am sure that in the next two weeks the normative act will be placed on the Government's daily agenda and adopted as drawn up by Minister Borbely Karoly,' says Toader.
