FinMin: 115 para-fiscal taxes, yet each with as many as 100 subdivisions

The central administration levies 115 para-fiscal taxes grouped by 16 large regulatory categories, but each can have between several dozens and 100 subdivisions, Minister of Economy and Finance Varujan Vosganian on Thursday told a press conference, commenting on the Registry of taxes and fiscal and non-fiscal tariffs.
The Ministry of Economy and Finance (MEF) decided as early as May to put out a fiscal registry inventorying all taxes and dues levied by administration offices, agencies and local governments, but the completion thereof was deferred for MEF to perform a series of checks based on data received from the respective tax administration offices.
Vosganian said that an accurate count of the taxes is difficult to perform and that MEF suggests a public debate on taxation areas and will summon next week the Social Dialogue Committee for a meeting.
In the opinion of the Minister of Economy and Finance, the quantitative assessment of taxes was uselessly distorted.
A WB survey on Romania's para-fiscality inventoried 385 such taxes, but their number decreased to 278 since the beginning of the year, after MEF repealed several normative acts.
Other tax types were meanwhile taken out of this regime, such as public revenues from rents, concession agreements, tender task books, all types of postal services, doctor's degree fees.
The Registry of taxes and fiscal and non-fiscal tariffs will be published on the MEF website and whoever proceeds to amending a normative act on fiscality shall have to post on the Registry's website a substantiation note and an impact study so that the tax payers be informed about the 'initiator's vision.'
