General managers settle human resources policy for companies they run

The general manager is the one settling the strategy in the human resources department for the companies they run, according to the economic daily Business standard on Tuesday. Such decisions regarding the policy in the human resources department are thus taken in 50 percent of the cases at top management, with the human resources managers settling the rules in only 18 percent of the cases, according to a study of Romanian HR Profile conducted by the training company Corporate Dynamics and Business-Edu.
'This shows how the human resources are regarded in Romania by the top management. Human resources managers appear more like the ones who carry into effect the top manager's ideas, instead of functioning as strategic partners to contribute to the development of the respective organisation in the long run,' Decebal Leonard Marin, managing partner with corporate Dynamics told the paper. According to him, the role of the human resources manager becomes more important when the organisation develops.
Nevertheless, according to experts, even in the case such organisation with more than 500 employees, the human resources managers decided the personnel related policy only in 40 percent of the cases.
According to Marin, the number of such human resources managers who claim to be members of the executive committees than those who decided on the actual strategies, which denotes a certain passivity of the HR managers while comes of their involvement in the decision-making process to influence long-term campaigns.
