BNR and NFI to dicuss access to database on client risk in November

The Romanian National Bank (BNR) has invited to talks in November such non-banking financial institutions (NFI) registered with the Special Register, to allow them concrete access to database of the Banking Risk Centre (CRB), Angela Dimonu, head o the department for Regulation and Authorization with the BNR announced on Thursday, on the occasion of a conference of the Association of Financial Companies in Romania (ALB).
CRB represents a specialized structure in collecting, stocking and centralizing information on the exposure of each person (credit institution or mortgage credit company) in Romania as against such debtors who benefited from credits and ' or engagement with a cumulated level exceeding 20,000 lei, as well as information referring to the frauds with cards by the very card owners.
According to the Chairman of ALB Romania Jean Claude Boloux, no independent NFI (which is not part of any banking financial group) in Romania has access neither to the CRB and nor to the Credit Office, a situation having led to the increase failures in reimbursing credits and creating problems to the NFIs.
In late June 2008, according to data issued by ALB, there were 52 NFIs registered with the Special Register, under the supervision of the BNR, with 277 NFIs being recorded with the General Register, which are only monitored by the BNR.
The 52 NFIs supervised by the BNR and which need to meet certain criteria of precautions represented approx. 90 percent of the market.According to the BNR, the NFIs with the Special Register had total assets worth 32.86 billion lei and granted credits, which totaled 31.14 billion lei, and credits worth 2.78 billion lei.The NFIs stood for a weight of 16 percent (33.9 billion lei) in the total non-governmental credits in mid-2008, with the banks standing for 84 percent (that is 178.2 billion lei).
