EU-15 cleans car fleet on Romania's account, APIA says

The new pollution tax allows massive used car imports and thus the old 15 EU member countries (EU-15) clean their national car fleets on Romania's account, the Association of Car Makers and Importers (APIA) officials say.
APIA President Ernest Popovici said that 72,000 used cars were imported into Romania, on Sept 2008 only, whereas the European Automobile Manufacturers' Association (ECEA) has been implementing a program of replacement of the cars older than 8 years, and it is exactly more such cars that are imported to Romania, ever more often.
Used car imports went twice higher, after the car tax had been changed and there are six times more over-10 year old cars, in Romania, APIA official said on Wednesday.
As many as 168,339 second-hand cars were imported to Romania during the fist nine months of 2008, than 84,789 over the same time span in 2007, and in Q3 of this year the imports boosted compared to the H1 or the same period, last year.
Used car imports stood at 92,996 units, during the third quarter of 2008, more than 75,349 as they numbered over the first half of the year, APIA data say.
More disquieting is that cars older than 10 years grew from 7 percent during the first half of the year to 42 percent in Q3, namely from 5,542 to 38,116 cars, while the number of cars, under 4 , dwindled from 29 to 17 percent and those whose age ranges between 4 and 10 years dropped from 64 to 42 percent, importers say.
Most second hand cars come from Germany (68.6 percent), France (5.16 percent), Italy (4.54 percent), but used cars were also imported from Hungary (0.67 percent).
Car sale slightly went down, by 2.6 percent, namely from 228,877 to 222,997 units.
Less budget revenues, fiscal evasion, unemployment (a 5 percent drop in the car market would mean 7,500 less jobs), discouragement of the foreign investments, the increase in the pollution, the decrease in the traffic safety are but some of the effects of the massive used car imports, Popovici cautioned.
