Nuclearelectrica, investors sign deal for 2 Cernavoda reactors

The project company that will carry out the project of the reactors 3 and 4 of the Nuclearelectric Station from Cernavoda (CNC) will be set up in March next year, according to Agerpres.
Yesterday was upon the agreement of the investors for the establishment of the project company - SC EnergoNuclear SA - which will build, commission and operate Units 3 and 4 of CNE Cernavoda. The agreement was initialed by the representatives of Nuclearelectrica National Company SA and the six investors: ArcelorMittal, CEZ, GDF, SUEZ, ENEL, Iberdrola and RWE Power, in the presence of the minister of economy and finances, Varujan Vosganian.
"The finalization of this stage is a step towards the forwarding of the Investors' Agreement to the Government of Romania for approval, and the signing by the representatives of the seven companies, which will conduct to the setting up of the project company in March 2009," stresses a press release remitted to Agerpres.
Initially, the project was estimated at EUR 2.2 bln, but the value considered by the authorities has almost doubled, to EUR four bln. The nuclear reactors of the power station from Cernavoda should be become operational in 2014-2015, and their construction is estimated to begin in 2010-2011, according to Realitatea.net.
Nuclearelectrica will hold 51 per cent, ArcelorMittal - 6.2 per cent, CEZ - 9.15 per cent, GDF SUEZ - 9.15 per cent, ENEL - 9.15 per cent, Iberdrola - 6.2 per cent, and RWE Power - 9.15 per cent, according to Agerpres.
The project will be carried out in two stages. During the pre-project stage, which is estimated to last 18 months since the incorporation of the future commercial company, preparatory activities will be run such as the elaboration of technical and commercial specifications, requests of bids, engineering documentation, the funding of site works with a limited volume, the evaluation of the bids for the general contractor, etc.
The investors will also perform the commercial arrangements connected with the construction of the two units, the long term exploitation, and effective funding methods. The stage when the project itself is accomplished has a cost estimated at EUR 4 bln and duration of six years, in the conditions of a favourable decision of the investors. Each unit will have an installed capacity of 720 MWe. The European Commission will be notified over the project subject to Euratom treaty.
The commissioning of the two nuclear units is stipulated in 2015-2016. The life span of a unit is 30 years, with the possibility to extend it to 40 years. Presently, the nuclear station from Cernavoda operates with two nuclear units. The first reactor became operational in 1996, and the second attained the maximum power in September 2007, being inaugurated in early October.
