Notary offices also hit by crisis

Never since the setting up of the National Union of the Romanian Notaries Public (UNNPR), in 13 years, there was such a weak activity for this guild, announced on Thursday, President of the Union Dumitru Viorel Manescu, at the 8th Congress of the Notaries Public in Romania.

He explained the current situation through the fact that the real estate market is declining and the banks hardly give any credits in the context of the financial crisis.

'Till August things went well, but I think since then the activity slumped 50 percent. And I believe things will get even worse. Till this year-end we might see a 70 percent reduction in notary offices activity', pointed out Dumitru Viorel Manescu.

Over January - September 2008, 388,308 transactions were notarized compared to 537,521 in 2007 and 564,409 in 2004, shows the UNNPR Council's activity report on 2004-2008.

According to him, over January - September this year, notaries concluded 171,706 guarantee documents compared to 233,950 in 2007.

He said that this crisis is not equally felt all over the country. 'This crisis mainly hit the cities, some colleagues in smaller localities do not feel it yet because prices are smaller there', stressed UNNPR president.

On the other hand, he estimated that till this year-end notaries will have access to the data base of the National Institute of Population Registration, where they can verify personal data of each citizen who wishes to conclude a notarized transaction.

Dumitru Viorel Manescu said that another measure aimed to prevent identity documents falsification is the introduction of a special hologram on each notarial deed page.

In his turn, the President of the Council of the Notariats of the European Union (CNUE), Juan Bolas Alfonso, said that the real estate market in Spain is also on a downward trend, that notarized real estate transactions were reduced by more than 70 percent and as a result many notary offices employees, who risk losing their jobs, are to stage a strike in December.

The Congress is taking place over November 20 - 22, in Sinaia (center south).
