Ghetea: Decision on crediting regulations could be taken after January 6

Bucharest - A decision on modifying the crediting regulations is unlikely to be taken in the following weeks, with the National Bank of Romania (BNR) set to take a decision after its monetary policy meeting scheduled for January, Radu Gratian Ghetea, the president of the Romanian Banks' Association (ARB), stated on occasion of the 60th anniversary of the establishment of the Faculty of Finances within the Economic Sciences Academy in Bucharest.
‘It is hard to tell whether BNR will be able to take a decision in the following weeks. I don't count on the decision being taken before the next monetary policy meeting' Ghetea stated for Mediafax. Ghetea pointed out that ARB has already sent BNR a letter with the measures that the bankers' propose. ‘Two days ago we sent a letter to BNR, a letter in which we included measures that would lead to an optimization of imbalances and to a fluidization of crediting, measures on the basis of which the economic activity can continue against the backdrop of the international financial crisis' the head of the ARB stated. Ghetea stated last week that the commercial banks will ask BNR to modify the crediting regulations in the case of consumer loans since the new regulations have blocked mortgage loans. He pointed out that few clients are able to still qualify for a loan after applying the new algorithm in the stress tests. According to BNR's new regulations, in the case of consumer loans the banks calculate the degree of indebtedness based on revenues that are at least 20 per cent higher than the ones declared to the Revenues Service in the previous year and not just on the basis of the wage receipt or of other documents.
CEC needs RON 900 m
CEC Bank needs new funds of approximately RON 900 M, Radu Gratian Gherea, the president of the bank, added yesterday. The funds would be added to the similar value that the Government has already allocated. ‘We need twice as much' Ghetea stated. The Government decided last week to hike CEC's registered capital by RON 900 M in order to support the SMEs and the farmers. RON 450 M will be offered in Q1 of 2009, the other half of the sum set to be offered by the end of 2009. ‘In May 2007, back when I was appointed president of CEC Bank, I did not know exactly how much we needed and I asked the Government for RON 1.973 bln' Ghetea stated. He did not elaborate on the destination of the future funds.
