Two new rural development measures effective as of Dec. 3

On Dec. 3, the Ministry of Agriculture and Rural Development (/MADR) is to launch two new measures of the National Rural Development Program (PNDR) addressing producer groups and subsistence farming, shows data published on the MADR website
The non-reimbursable financial support earmarked under measure 142 intended for the establishment of producer groups is 138.855 million euros, of which 80 pct in EU contribution, whereas the government of Romania is to cover the difference to 100 pct. The funds are available until 2013.
The specific purpose of this measure is to encourage the establishment of producer groups in the farming and forest sector so as to generate high quality products that meet community standards, by applying consistent production technologies and supporting the members' access to the market.
The amount earmarked under measure 141 - Supporting semi-subsistence agricultural holdings, is 476.077 million euros of which 20 pct will come in contribution by the government of Romania and 80 in EU contribution.The measure is intended to increase marketing-intended production, so as to render semi-subsistence farms economically viable, but also diversify production according to market demand and to the release of new products.So far, 3,198 projects were submitted under PNDR, requiring 2.037 bln euros in public funding and which are eligible under measures 121 'Modernization of agricultural holdings'; 123 - 'Food processing industry'; 322 - 'Village renewal and development' and under state aid schemes applicable under Measure 123; of them, 769 projects requiring 398.06 million euros in public funding were engaged under contracts.
The measures dedicated to agricultural holdings, infrastructure and food industry have been active so far, as well as those for the development of rural tourism and micro-enterprises,
PNDR was approved on Feb. 20, 2008 by the representatives of the 27 member states of the Rural Development Committee, an institutional structure of the European Commission with responsibilities in the area, and was released in early March.
Rural development funding assigned to Romania under the program stands at around 8 bln euros, to be released until 2013.
